Strategic Engineering Framework

Design the decision. Not just the forecast.

Inspired by MIT strategic engineering's emphasis on designing for flexibility under uncertainty. Our independent framework connects global and national forces to the county, sector, institution and decision.

An independent methodology; no MIT affiliation or endorsement is claimed.

Step 1 of 6

Scan

Horizon scanning / weak signals

Method

Systematic review of public sources for early, low-volume signals that have not yet become trends.

Deliverable

Signal register with source, date, and relevance rating.

Radio telescopes at night

Step 2 of 6

Sense

Trends / drivers

Method

Separate durable drivers from noise. Name what pushes each trend and what would reverse it.

Deliverable

Driver map and trend assessments in estimative language.

A knotted multicolor thread network

Step 3 of 6

Model

Scenarios / uncertainty

Method

Build a small set of plausible futures that differ on the uncertainties that matter most.

Deliverable

Scenario set with assumptions and likelihood ranges.

Step 4 of 6

Design

Flexibility / real options / staged decisions / avoid lock-in

Method

Shape the decision so commitments are staged and options are preserved where uncertainty is greatest.

Deliverable

Option set, staging plan, and lock-in risk review.

Step 5 of 6

Decide

Stage gates / key judgments / confidence

Method

State the key judgments, the confidence behind each, and the gate where the decision is revisited.

Deliverable

BLUF decision memo with stage gates.

An aerial tightrope walker over a forest

Step 6 of 6

Monitor

Indicators / signposts

Method

Define the observable signposts that say which scenario is arriving and when to act.

Deliverable

Indicator dashboard and trigger thresholds.

  1. Scan: Horizon scanning / weak signals.
  2. Sense: Trends / drivers.
  3. Model: Scenarios / uncertainty.
  4. Design: Flexibility / real options / staged decisions / avoid lock-in.
  5. Decide: Stage gates / key judgments / confidence.
  6. Monitor: Indicators / signposts.

Then repeat: what Monitor observes returns to Scan, so the decision is revisited whenever the evidence changes.

Each stage makes assumptions explicit, identifies evidence gaps and preserves options. Key judgments separate estimative likelihood from confidence; monitoring can trigger a revised decision.
